Picklist Data Integrity

Picklists look simple. They aren't. Restricted vs Unrestricted is a data-quality control. Global Value Sets vs local picklists determines whether a label change ripples or stops at one field. Deactivating a value can leave existing records pointing at a "value not in picklist" — visible in the UI as the value still appearing, but filtered out of new selections. Dependent picklists where the controller value gets deactivated produce records whose dependent value is no longer reachable.

This skill covers the architectural decisions and the runbook for picklist hygiene at scale.

What this skill is NOT. UI styling for picklist selection (LWC combobox / lightning-record-edit-form behavior) is presentation layer. The architectural decision "should this be a picklist at all vs a lookup to a configuration object vs custom metadata" lives in data-model design — see data/data-model-fundamentals or similar.

Before Starting

Questions to Ask Before Configuring

Ask these before touching Setup. Every one of them traces to a gotcha in references/gotchas.md; skipping them produces a change that deploys green and leaves records nobody can find.

AskWhy it mattersWhat a good answer adds
"How many records carry the value we're about to change — measured in production, today?"Deactivation never removes the value from records (§ 1). The count is the size of the migration you have not planned yetA number in the governance record, and the decision of whether this is a Setup Replace or a bulk load
"Who writes this field besides users — which integrations, jobs and Flows?"On an unrestricted picklist an unmatched write silently creates a new inactive value in the definition (§ 10). Those write paths are why the migration will need running twiceThe list of write paths to close before the migration, not after
"Is this a label change or an API-name change?"A label rename keeps every formula and validation rule working and breaks every report filter and hand-typed mapping (§ 3, § 14)The correct action on the change record — rename-label is not replace
"Does anything read the value's label rather than its API name?"Reports, dashboards, list views and integration mappings are not greppable; Apex, formulas and Flows areA hand-checked list to sit beside the grep -rl output
"If this value is used on more than one object, is it a Global Value Set?"GVS changes ripple to every consuming field instantly (§ 5)The full consumer list, and whether the change is one team's to make
"Is this value the controlling side of a dependency, or the default?"Deactivating a controller strands dependent values (§ 4); deactivating the default leaves the field with no defaultThe order of operations, and one extra edit you would otherwise miss
"Where does the decision get written down, and who owns the value list afterwards?"Value lists rot when the owner is a team nameA committed governance record (references/metadata-examples.md §6) with a named person

What a proper configuration adds over just doing it: the value stops being selectable and stops being stored, the change is reviewable as a one-line diff rather than a silent omission, and the next person can tell from source control why a label and its stored key disagree.

Core Concepts

Restricted vs Unrestricted picklists

SettingUI behaviorAPI / Apex behaviorUse case
RestrictedOnly listed values selectableAPI write rejected — "Users can't load unapproved values through the API" (object_reference.txt:2463–2464). The code is commonly cited as INVALID_OR_NULL_FOR_RESTRICTED_PICKLIST; UNVERIFIED (2026-09-04): that string appears in none of the extracted guides — capture the real code from a sandbox failure (references/gotchas.md § 12)User-facing classification, status fields, anything where data quality matters
UnrestrictedOnly listed values selectableAPI can write ANY string (silently stored)Integration-target fields where source system has its own value list; phasing migrations

Unrestricted picklist + integration write = "phantom values" — the field shows values that aren't in the picklist definition. They appear on records but not in reports' picklist filters, not in Set Up's value list. Source of confused users and admins.

Global Value Sets

Defined in Setup → Picklist Value Sets. Reusable across multiple picklist fields / objects. Changes (add value, rename value, deactivate value) ripple to every consuming field.

DecisionRight answer
Country list, used on Account, Contact, Lead, OpportunityGlobal
Status field, unique to one object's lifecycleLocal
Category field, similar but slightly different per objectLocal (different lists, despite similar shape)
Source-system code list, mirrored from external IDPGlobal if used on multiple objects; otherwise local

Global is more discipline (changes hit many fields); local is more duplication. Pick by whether the value list is the same domain across consumers.

Value deactivation: the persistence trap

Deactivating a picklist value does NOT remove it from records that already use it. The deactivated value:

To migrate records off a deactivated value, you need a controlled mass update (Data Loader, Flow, or Apex) that replaces the value with a new active one. There is no "deactivate AND remove from all records" platform action.

Dependent picklists with deactivated controller values

Dependent picklists map controlling-value to dependent-value subset: "if Country = US, show States: AK, AL, AR, ...". When the controlling value (Country = US) is deactivated:

Always plan the dependent-value migration BEFORE deactivating a controller value.

API name vs label mismatch

Picklist values have:

These are independent. Renaming the label does NOT change the API name. Apex code, validation rules, and formulas that reference the value reference the API name; they survive label changes. But integration code that writes the label value breaks if the label was renamed.

Common bug: admin renames "Pending" label to "Awaiting Review"; integration that posted Pending as the picklist value still works (API name unchanged); integration that posted "Pending" via literal string keyed off label might not.

Common Patterns

Pattern A — Restricted picklist as data-quality control

When to use. User-facing classification fields where any value outside the defined list is wrong. Status, Priority, Type, Category.

Setup.

  1. Field definition: Restricted checkbox on (the API name is

    restrictPicklist in metadata).

  2. All existing values explicitly added to the picklist before

enabling restriction (otherwise existing records' values become "phantom").

  3. Validation rules NOT NEEDED for value validation — the picklist

    itself enforces it.

Trade. Integration that writes from an external system must keep its value list synchronized with the picklist. A new value in the source system requires adding it to the Salesforce picklist before the integration writes it; otherwise the integration call is rejected (object_reference.txt:2463–2464). Do not code the middleware's error branch against a status-code string you have not seen this org emit — see references/gotchas.md § 12.

Pattern B — Global Value Set for cross-object domain

When to use. Country lists, currency codes, category taxonomies that appear on multiple objects.

Setup.

  1. Setup → Picklist Value Sets → New.
  2. Define values once.
  3. Reference from each consuming picklist field (Field Definition →

    Use Global Value Set).

Trade. Changes ripple. Renaming a value in the global set changes the label on every consuming field. Plan the rename as a coordinated change.

Pattern C — Value deactivation runbook

When to use. Retiring an obsolete picklist value while preserving historical data integrity.

Sequence.

  1. Inventory existing usage. Report on the field grouped by value

to count records using the value-being-retired.

  2. Decide the migration target. What value should records that

currently use the obsolete value be migrated to?

  3. Build the migration. Mass update (Data Loader, Flow, or

Apex) that updates affected records to the target value.

  4. Run the migration in a sandbox first. Confirm the count and

    sample records.

  5. In production: run migration → verify zero records still

using the old value → deactivate the value in the picklist.

  6. **Optional: replace the deactivated value with the target value

in the picklist's value-replacement workflow** (Setup → field → value → Replace) for any records you missed.

The executable form of steps 1–6 — the audit script, the Setup-Replace-vs-Bulk decision, the deploy that must not omit the value, and the three verification checks — is references/metadata-examples.md §§1, 3, 4, 9.

Pattern D — Dependent picklist with controller deactivation

When to use. Restructuring a dependent-picklist hierarchy.

Critical rule. Migrate dependent values BEFORE deactivating the controller value.

Sequence.

  1. Inventory all records where Controller = <value-being-deactivated>.
  2. Decide what the new Controller value + Dependent value should

be for each record (often a 1-to-1 mapping; sometimes a manual review).

  3. Mass-update Controller and Dependent atomically (same DML so the

constraint is satisfied at every commit point).

  4. Verify zero records remain on the controller-value being retired.
  5. Deactivate the controller value.

The wrong order — deactivate controller first, then try to migrate dependent values — leaves records in an unreachable state where the dependent value can't be edited via UI.

Decision Guidance

SituationApproachReason
User-facing classification fieldRestrictedData quality matters; UI already constrains the user
Integration writes from a source system whose value list may divergeUnrestricted with reconciliationIntegration flexibility; requires periodic sync
Same value list on multiple objectsGlobal Value SetOne place to manage
Different-but-similar-shape lists per objectLocal picklistsDon't force-merge; semantic difference matters
Per-record-type value subsetRecord Type → Picklist Values assignmentMetadata-driven; no Apex needed
Deactivating a value with thousands of records using itPattern C runbookMigrate then deactivate
Deactivating a controlling valuePattern D runbookMigrate dependent first
Renaming a value's labelRename label only — API name stays stableApex / formulas / validation rules unaffected
Renaming a value's API nameTreat as a value migrationAnything keyed on API name (Apex, formula, integration) breaks
Sorting picklist valuesDefault is creation order; explicit sort in field definitionAlphabetical sort is one option; business-priority sort is common

  1. Audit before deciding. Run references/metadata-examples.md §1 (anonymous

Apex) or §2 (SOQL + PicklistValueInfo, no Apex) against production. It prints ORPHANED (stored, not offered), UNUSED (offered, not stored) and LABEL DRIFT. Neither describe nor the record data can produce this list alone.

  2. Answer the questions above, then classify the change as exactly one of

    add / deactivate / replace / rename-label, or as a restricted-conversion (references/metadata-examples.md §5 checklist).

  3. Map the blast radius. grep -rl "<VALUE_API_NAME>" across retrieved

validation rules, Flows, Apex and LWC; hand-check reports, dashboards and list views, which are not greppable. Record both in the governance YAML (references/metadata-examples.md §6) using templates/picklist-data-integrity-template.md §3.

  4. Migrate the records first, deactivate second. Pattern C, or Pattern D when

a controller is involved. Export the pre-image CSV before the update; re-run the §1 audit until the retiring value's count is zero.

  5. Edit a retrieved file, never an authored one. Set isActive to false

and leave the value in the file — a value omitted from a deployed definition is deactivated silently along with everything else you forgot (api_meta.txt:47482–47483).

  6. Lint, then dry-run, then deploy.

    python3 scripts/check_picklist_data_integrity.py --manifest-dir force-app/main/default --governance-dir governance/picklists (WARN/ERROR exits 1; INFO does not), then sf project deploy start --manifest package.xml --dry-run.

  7. Verify all three ways. The value is gone from describe, `SELECT COUNT(Id)

… WHERE field = '<value>'returns zero, and Setup lists it under Inactive Values — not deleted. Then check each record type's available-value list, which a field-level change does not update.references/metadata-examples.md` §9.

Review Checklist

Salesforce-Specific Gotchas

  1. Deactivating a value doesn't remove it from existing records. They keep the value; UI no longer offers it for new edits. (See references/gotchas.md § 1.)
  2. Unrestricted picklist + API write = "phantom values". Records show values not in the picklist definition. (See references/gotchas.md § 2.)
  3. Renaming the label doesn't change the API name. Apex / formulas / validation rules referencing the value still work. (See references/gotchas.md § 3.)
  4. Dependent picklist with deactivated controller leaves records' dependent values unreachable from the UI. (See references/gotchas.md § 4.)
  5. Global Value Set changes ripple to every consuming field. Plan as coordinated changes. (See references/gotchas.md § 5.)
  6. Per-record-type value assignment is metadata, not a runtime filter — the user's record type determines the visible value subset. (See references/gotchas.md § 6.)
  7. Inactive values still appear in some reports' historical buckets. Reports filter by current picklist; field-history-rich reports can show inactive values. (See references/gotchas.md § 7.)
  8. An unrestricted write doesn't just store a string — it adds an inactive value to the definition, matched case-insensitively. (See references/gotchas.md § 10.)
  9. getPicklistValues() returns active entries only, so a describe-based audit can never see the value you retired. The audit has to be a set difference. (See references/gotchas.md § 11.)
  10. Data Loader 15.0+ fails an oversized picklist value instead of truncating it. (See references/gotchas.md § 13.)
